Sir Charles Affordable Housing
Lewis & Clark Behavioral Services provides affordable housing for individuals who qualify based on income for housing assistance. Sir Charles Housing provides homes to eligible low-income individuals and families, allowing them to secure safe and affordable housing. Additionally, we prioritize individuals with disabilities, ensuring their unique housing needs are met effectively. With on-site management and maintenance staff, residents benefit from a supportive environment where direct assistance is accessible to help maintain daily activities.
The Sir Charles spans three stories and a converted lower level now serving as office space. Each apartment, designed as a single bedroom with a kitchen, dining area, and bathroom, boasts a unique layout, varying from 500 to 800 square feet. The first floor houses a community room and extra office space, home to the LCBHS IMPACT program.

Changes Over the Years
The Sir Charles apartment building previously housed the Charles Gurney Hotel and the Dakota Territorial Capital. It’s a historic landmark where Jack McCall stood trial. Listed on the National Register of Historic Places, its exterior underwent restoration in collaboration with local preservation groups.
Sir Charles Housing is a 34-unit subsidized apartment complex, initially developed in 1987 to cater to the needs of the elderly and disabled. Over the years, the demographic transitioned from a primarily elderly community to one primarily composed of individuals with disabilities.
By the late 2000s, a significant majority of residents found themselves receiving services provided by Lewis & Clark Behavioral Health Services.
A multimillion dollar renovation took place over two years and concluded in June of 2011. The project was made possible through the generous support of our original forty investors, the Tax Credit Exchange Program (TCEP), contributions from the SD Housing Development Authority HOME and Preservation Fund Loans, and a modest conventional loan.
